Application for Human Resource Officer
The Mauritius Renewable Energy Agency (MARENA), operating under the aegis of the Ministry of Energy and Public Utilities, is inviting applications from qualified candidates for the following position:
• Human Resource Officer on contract basis for two years
Qualifications:
(i) possess a Diploma in Human Resource Management or Personnel Management or Management with specialisation in Human Resource Management from a recognised institution or an equivalent qualification acceptable to the Board;
(ii) reckon at least three years’ experience in Human Resource Management;
(iii) possess good interpersonal and communication skills to form effective working relationships with people at all levels;
(iv) possess good analytical and problem-solving skills;
(v) have adequate knowledge of relevant employment legislation in the public sector; and
(vi) be computer literate
Candidates should possess written evidence of experience/knowledge claimed.

SCHEME OF DUTY
Main Duties and Responsibilities:
The Human Resource Officer candidate will be responsible, amongst others, to:
To be responsible to the Chief Executive Officer for the provision of human resource management services in line with approved human resource policies and strategies at the Mauritius Renewable Energy Agency (MARENA).
To provide advice on human resource matters in accordance management and to assist in the implementation of human resource policies.
To draft and process schemes of service and revise existing ones to meet organisational needs in terms of new roles and new responsibilities.
To act as member/secretary of boards and committees relating to human resource matters.
To attend Court/Tribunal and other related institutions in respect of cases relating to human resource and industrial relations matters and to ensure proper follow-up action.
To assist in –
(i) the determination of human resource needs in terms of number and level of responsibility and skill through proper planning and forecasting and to prepare budget proposals;
(ii) the development of organisation design and work procedures;
(iii) the conduct of human resource planning/manpower assessment exercise at the MARENA;
(iv) the elaboration of a human resource management manual for the organisation;
(v) the processing of disciplinary matters;
(vi) the identification of training needs and in mounting appropriate training courses;
(vii) the dealing of matters pertaining to industrial relations;
(viii) the promotion of good employee relations and staff welfare; and
(ix) the setting up and implementation of the Performance Management System.
To organise induction and orientation programs for new recruits.
To monitor the attendance of officers in line with established guidelines and advise management on remedial actions, whenever required.
To supervise and provide proper guidance and coaching to subordinate staff.
To use ICT in the performance of his duties.
To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Human Resource Officer/Senior Human Resource Officer in the roles ascribed to him.
Note
In case of a force majeure/public emergency, the Human Resource Officer/Senior Human Resource Officer will be required to be available to provide his services to ensure business continuity either through work from home, remote working, working online or work performed through any other IT system.
