1.0 OVERVIEW
The Initiative for Green New Innovative Technologies in Energy (IGNITE) has been set by the Mauritius Renewable Energy Agency (MARENA) in collaboration with the Ministry of Energy and Public Utilities, the Central Electricity Board (CEB), the Energy Efficiency Management Office (EEMO) and the Mauritius Research and Innovation Council (MRIC).
IGNITE aims at solely on-grid connections where the promoters are allowed to test the innovative/emerging RE technologies and export electricity to the grid against a renumeration for trial phase.
1.1 TARGET GROUP
The scheme is catered for promoters/developers of emerging/innovative concepts of projects based on RE technologies. The underlying criteria to be eligible for IGNITE Scheme are for “Emerging”, “Innovative”, “Adaptation”, “Technology Venturing” and “Commercial Scale-Up” projects.
The term “Emerging” shall be interpreted as technologies that are “currently developing, or that are expected to be available within the next five to ten years, and is usually reserved for technologies that are creating, or are expected to create, significant social or economic effects”;
The term “Innovative” shall be interpreted as either “radical or incremental changes to products, including the implementation of a new or significantly improved product”;
“Adaptation” projects refer to the “introduction of existing commercial technologies into new markets or localities”;
“Technology Venturing” refers to “moving a particular technology from the R&D phase to the demonstration phase” and
“Commercial Scale-Up” projects refer to “achieving broad commercial activity across the value chain of a technology – from manufacturing to retail deployment”
Note: The following technologies will not be considered:
a. Solar PV:
i. Agri-PV
ii. Solar Tracker
b. Ocean Thermal Energy Conversion (OTEC)
c. Waste to Energy
i. Wastes from Tyres to Energy
ii. Wastes to Hydrogen Power
d. Hydrogen on Board Generator
e. Wave Energy
1.2 DETAILS OF SCHEME
The proposed project shall have a minimum capacity of 100 kW and shall not exceed 2 MW per unit/proposal. The proposal will be evaluated by an Evaluation Committee based on the criteria set below. Upon selection, the developer will sign a Connection Agreement with CEB for the implementation of the pilot plant and thereafter proceed with a testing and monitoring phase for a period of 1 year where it shall generate electricity and satisfy a minimum Guaranteed Performance in line with the provisions of the Connection Agreement. The developer will be eligible to receive remuneration for the exported energy at the rate of MUR 4.00/kWh. (**Rate currently under review).
Following signature of the Connection Agreement, the developer will be allocated a specified timeframe, as specified below, to obtain the necessary permits and licensing and financial closure.
As regard to construction period, the developer shall have the following timeline to implement the pilot project.
If the pilot project meets the minimum Guaranteed Performance as per the connection agreement, it may be considered for upscaling to a maximum of up to 10 MW subject to approval from the Marena Board, the Ministry of Energy & Public Utilities and CEB’s Board.
1.3 EVALUATION
All proposals submitted will be evaluated based on the criteria listed above in section 1.1 and information submitted in the application form.
The purpose of the Application Guidelines is to assist the Project Developer in compiling the required information requested on the application form.
Project Developers are requested to consult them prior to submitting an online application.

The information requested in the form is not exhaustive and Project Developers may submit any additional information which they feel will be of importance in assessment of their proposal.

If required, the promoter may be called for a project presentation.
A response may be expected within three (3) months from date of submission.
