The Mauritius Renewable Energy Agency (MARENA) has been created to oversee and promote the development of Renewable Energy in Mauritius and operates under the aegis of the Ministry of Energy and Public Utilities. The Agency intends to fill the following vacancy and invites candidates who have the necessary experience, expertise, interpersonal skills and drive to apply.
MARENA is inviting applications from qualified candidates for one Information Systems Officer on contract basis for two years renewable.
Qualifications
A degree in Computer Science or Computer Engineering or Information Technology or Information Systems or Geomatics, which includes applications development, web design and development, database management and GIS from a recognised institution or an equivalent qualification acceptable to the Agency.

Experience:
At least three years’ combined experience in:
Design, development and operation of multi-user systems including applications development;
Database management tools and applications, and management of geospatial databases for large spatial and attribute data sets through GIS;
Geospatial analysis (e.g. QGIS, ARCGis);
Web development, web-publishing and managing web-platforms, including content management system (CMS);
Managing information and developing data lifecycle processes in areas of governance, storage, data distribution and information visualization/interpretation including statistical software representation.
Candidates should:
produce written evidence of experience claimed;
demonstrate commitment to continuous learning.

The ISO candidate will be responsible, amongst others, to:
[Knowledge management:]
Develop and maintain the corporate website of MARENA, publish news, information, documents, videos, pictures. Capture and upload digital pictures on the website of MARENA. Web analytics monitoring and the generation of monthly reports;
Develop the Knowledge portal of MARENA, including FAQs on renewables, factsheets, links, videos, web-GIS maps, and other interactive features;
Design and implement, delivery, support and management of GIS applications and databases. Maintain a database of renewable energy projects in Mauritius updated, with associated geospatial data (zoning, others). Perform geospatial analysis as required (e.g. QGIS);
Developing and manage secure web-applications for renewable energy experts, projects and others based on SQL server as required;
Maintain the contact database of MARENA updated, with mass-mailing capabilities for questionnaires, newsletters and other engagement initiatives;
Publish online newsletters, Press releases, policy briefs. Publish all publications of MARENA in a format crawled by search engines. Develop and publish campaign.

Perform database, systems and network administration, maintenance and management;
Conduct analysis of user requirements, design, develop and maintain software applications. Coordinate interaction between the MARENA and solution providers for the supply and implementation of outsourced IT Applications;
Undertake procurement, implementation, management, support and disposal of PCs, laptops, printers & peripherals, mobiles, sim cards, telephone systems, facsimiles and various other telecommunication accessories/peripherals, including setting up and configuration of computer systems and operating systems;
Ensure telephony & PC services and products are provided and maintained by suppliers according to agreed Service Level agreements (SLAs). Perform daily checks as required to maintain the integrity and performance of the IT Infrastructure. Management and ongoing maintenance of an asset database/inventory for all IT hardware and software;
Implement network and systems changes, maintenance routines and resilience testing, using the appropriate tools, test equipment and adhering to the MARENA change process;
Develop and ensure compliance with standards, guidelines and methodologies for systems implementation and operation;
Perform quality assurance on computer systems;
Devise and apply security measures for computer systems; and
perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Information Systems Officer in the roles ascribed to him.
